The DIECEC Network (Developing Intercultural Education through Co operation between European Cities) of 18 cities starts from a positive attitiude to diversity and to transnational co-operation in its work on raising the standards of black and bilingual pupils. It has a whole-community and multi-level approach to ensuring that schools endorse the richness and diversity of people from differing linguistic, faith, cultural and social heritages. Over four years of research and trials, DIECEC has determined that the education of young people needs to be well scaffolded at home and in their community as well as at school and has developed effective ways for this to be done.

Virtually all the approaches and actions are relevant to the needs of a broader group of disadvantaged pupils living in areas of multiple stress in urban or rural areas.
